When an Offshore Operator is notified onshore that they have a leaking pipeline, it is essential that the emergency pipeline repair system and action plan is already firmly established. The action plan must include:

  • Selection and mobilization of the best team available to manage and co-ordinate all remedial activities.
  • Critical offshore survey performed ASAP, selecting the correct survey method in order to accurately establish the exact leak location.
  • Performance of a detailed inspection of the leak site to determine full extent of damage.
  • Mobilization of appropriate vessel, equipment and resources to enable the most efficient execution of the repair.
  • Execution of the entire repair operation with an effective and dedicated support team both onshore and offshore.

Experience has shown that offshore emergency repairs are often poorly executed because of a lack of expertise and management support during the operation.

UEL has strong practical experience in emergency pipeline repair work and has expertise both in diver assisted and diver-less pipe repair operations.

UEL offers Management Support expertise to Operators by:

  • Forming part of their dedicated team that will coordinate the emergency repair work.
  • Creating and updating existing EPRS procedures.

In an emergency, time is of the essence. Therefore contractual arrangements such as service orders with UEL would need to be finalized in advance.
